Residents Face ‘Unacceptable’ Conditions
Stirling SNP Councillor Brian Hambly, representing Ward 7 – Bannockburn & the Eastern Villages – has condemned sanitation conditions in Plean, as residents complain of a rat infestation.
Flytipping and waste removal from nearby embankments have led to widespread complaints across multiple nearby streets, as households express safety concerns from growing rat populations.
After raising the issue with Stirling Council officers, Mr Hambly has received assurances that BEAR Scotland, a leading road maintenance and management firm with responsibility for nearby arterial roads, have appointed a pest control contractor who will treat the embankment area and monitor the site for 6 further months.
The Council’s pest control contractor will then undertake an initial inspection of affected streets next week, applying treatments where required – including two follow-up visits – at no cost to Council tenants affected. Housing officials will send out hand-delivered letters this week to advise on steps taken, with future assessments available. The Animal Control Team will advise private owners of their responsibilities accordingly and will assist them to arrange their own pest control contractor either via the Council or via a private contractor.

‘I’m shocked and appalled conditions have been allowed to deteriorate to this level. Residents are rightly furious to see their community in this way, and it’s only right BEAR Scotland and Stirling Council act swiftly to remedy this immediately. I’ll be liaising with Council officials over the coming weeks to get further clarity – why did things get to this level? And what can be done to stop it happening in future? My constituents deserve answers.’
